Cummings was a Global Community guard that gave Mark Eisman Chinese food to eat when Mark was arrested by the Global Community. Cummings didn't care that Mark didn't have Carpathia's mark, stating that he was "a human being."
There is the possibility that Cummings was playing the stereotypical "good cop", since during the first round of the interrogation, Kruno Fulcire was shoveling Chinese food in front of a hungry Mark Eisman so that he can divulge information about the Young Tribulation Force. After Cummings gave Mark food, Fulcire barged into the room and swatted the plate of food away from Mark.
