Jesse was a Global Community guard from the United South American States, who guarded Chloe Williams and presumably served under Jock Ashmore.

He is called "Jess" by Jock Ashmore most likely because Jesse and his Global Community colleagues were ashamed of his given name, Jesus, which was named after Jesus Christ.
